Series-scale movement

Empire Games establishes two maturing para-time state systems. The United States converts genome records, coercive recruitment, and reconnaissance technology into the Office of Special Programs; the New American Commonwealth converts imported knowledge and Clan survival into ministries, factories, transport, and military capability. Rita's recruitment connects those systems through a family relationship neither side treats as private.

Dark State deepens the institutional contest. Diplomatic contact, royal succession, the Wolf Orchestra, Camp Singularity, and the Forerunner gateway show that the security problem is no longer only concealment between known timelines. Each government must decide what legal limits, if any, survive when world-walkers are intelligence assets and an older technological power may be present.

The represented movement is therefore from discovery and reconnaissance toward recognition and escalation. Family sovereignty, bureaucratic jurisdiction, and geopolitical survival become aspects of the same problem.
